The Auditors Meeting took place January 7, 2025, at the Treasurer’s home. Donna Clark is the Chairperson and Kay Saler is the Secretary. Auditors agreed with the Fees and Appointments for 2024. Audit began following the Auditors’ Meeting. Audit is complete and there were no findings from the Township Auditors. Letter from Auditor’s in Supervisor’s Folder. Gail read the letter aloud to the audience.

Federal Agencies cannot pause, freeze, impede, block, cancel or terminate any awards or obligation based on the OMB Memo, or on the basis of the President’s recently issued Executive Order, however the courts hereby orders that a temporary restraining order is entered in this case until the Court rules on the States’ forthcoming motion for a preliminary injunction, which the States shall file expeditiously.

Tri-County REC Electric Invoice was $103.03 for last month. Any suggestions on why such an increase? We usually pay between $50-70 each month.

The title was taken to a notary and submitted for a salvage certificate by Gail.
Andy’s Automotive Repair is closest to our area that does these type of inspections – 814-375-5670, 601 W. DuBois Avenue 15861. If the truck passes, then the R Title will be accessed through the DMV. Driver’s License, all receipts and a letter of verification from the Township must be taken for inspection.
Discussion – Gail contacted Pike Township about renting Bonnell. Motion was tabled at March Meeting. $200.00 per day or $1400 per week. Bart indicated a grader would work better for all the roads.

Summit Township needs a Flood Plain Management Ordinance in place by 2026 as Erb Inspection will no longer be the township’s Flood Plain Manager. An ordinance was obtained by Carol and needs to be forwarded to our solicitor for review and approval. Our ordinance is from 1993 and is outdated. Gail will be Flood Plain Manager.

- Township would give permits for each Airbnb. The permits would be renewable.
- Roads in the township need mowed. Residents are asking for visibility purposes.
- Summit contracted with Dale Anderson last year for mowing.
- Township trucks need to be inspected.
- A solar ordinance was provided by the county. Summit has no use or call for one.
- Gail to take an EMC Class in September.
- Joe (JD) Ayers will attend a 3-day class in October.
- 2008 F550 that had been wrecked is being fixed.

- Concern was raised about kids riding ATVs and not wearing helmets on township roads. DNCR does not have jurisdiction for ATVs on township roads.

- CVFD stopped Mike Spencer and Brian Phelps in to discuss the fire contract increase. Gail asked CVFD if they have ever been audited. Yes, Kim Mitchel did recently.
- CVFD mentioned reflective house # signs. Summit needs to do a resolution to enact the implementation of residents needing these signs. The signs can be purchased through the Coudersport Ambulance Association. A letter would have to be sent to residents letting them know they are required.
- CVFD stated a fee can be implemented for nontaxable properties within Summit Township.

- The plowing agreement with Homer Township was signed.
- CVFD handed out a new contract at a meeting in Hebron on 12/1/25. But it’s not what was agreed upon.
- CVFD is self-dispatching to calls that they have no reason to be at. A letter was in the Enterprise about this.
- Sending Coudersport Ambulance Association $1,000.
- A motion was made by Pat Jackson to approve the 2026 budget. Second by Gail Ayers.
- A motion was made by Pat Jackson for the repair of the 2008 Ford F450 by Watson’s Body Shop.
- Darrel Jackson and Paula Mule were elected township supervisors.
- Pay the last payment for the CVFD 2025 contract.
- Splitting the Secretary/Treasurer position into 2 positions. Nikki was asked to take the Treasurer position for Homer Township and would like to split Summits dual role.

- CVFD wanted Summit Township to raise the Millage to cover the astronomical fire contract fees for 2026
- CVFD threatened Allegany Township, so Allegany Township pulled out of CVFDs fire contract all together.
- Current millage is locked in for 3 years.
- A resolution is needed to amend the CVFD fire contract.
- It was discussed, asking Austin Fire Dept if they would be interested in handling all of Summit Townships fire needs.
- A motion was made by Gail Ayers to approve and sign a resolution amending the 2026 CVFD fire contract. Second by Pat Jackson.
- A motion was made by Pat Jackson to sign and send the 2026 CVFD fire contract with the amending resolution. Second by Gail Ayers.
- Splitting the dual Secretary/treasurer role into two separate positions.
- It was discussed but tabled until the reorganization meeting.
