    The Auditors Meeting took place January 7, 2025, at the Treasurer’s home.  Donna Clark is the Chairperson and Kay Saler is the Secretary.  Auditors agreed with the Fees and Appointments for 2024.  Audit began following the Auditors’ Meeting.  Audit is complete and there were no findings from the Township Auditors.  Letter from Auditor’s in Supervisor’s Folder.  Gail read the letter aloud to the audience.
    Completion of Financial Statements – Gail – Returned Form

    Carol completed and forwarded the following forms to the respective offices:
    Municipal Annual Financial Form –Approved

    Municipal Tax Information Form – Approved

    InfoCon Tax Information for the Municipality Form – Approved
    Carol will need to have a 4-year State Liquid Fuels Audit soon.  Carol requested an audit from the state before retirement.  We will get our State Liquid Fuels and Turn Back Monies on March 1, 2025, due to completion and approval of these applications (Approximately $55,000).
    P. C. Department of Emergency Services –EOP Plan needs signatures affixed.  Carol reviewed Plan –No changes were necessary except for EMC, Chair & Vice Chair positions.  Recommend Affixing Signatures on Promulgation Page and Document will be returned to EMS.

    Jeff informed me that hydraulic hoses will need to be installed on the sand boxes of the dump trucks this coming year.
    Jeff texted that he would like to see how this box scraper works on the roads before proceeding to buy another piece of equipment.
    Informational:
    Federal Agencies cannot pause, freeze, impede, block, cancel or terminate any awards or obligation based on the OMB Memo, or on the basis of the President’s recently issued Executive Order, however the courts hereby orders that a temporary restraining order is entered in this case until the Court rules on the States’ forthcoming motion for a preliminary injunction, which the States shall file expeditiously.
    PIRMA Application completed and approved – Payment due in the Amount of $5892 for Liability, Trucks, Equipment, Supervisor’s Liability and Cyber Breach Security.
    Conservation Grant–Carol met with Morgan Jones on January 20. Grants were written for Prouty Park Road – Two Section Grant for Prouty.

    Information:
    Filed First Quarterly Taxes – Federal, State, Local, Unemployment
    Notification of Local Bridge Inspection – Prouty will be inspected in 2025 or 2026.  Information in Bart’s Folder.
    Signage for School Bus Turnaround on both sides of Black Hole Road.  Signs purchased by Coudersport School District but up to Summit Township to place them appropriately.  Schematics are in Bart’s Folder. There’s a page that must be return to PennDot upon completion of this project.
    Tri-County REC Electric Invoice was $103.03 for last month.  Any suggestions on why such an increase?  We usually pay between $50-70 each month.
    Office needs Jesse’s Financial Statement of Interest and Oath of Office.
    Austin VF Company, Inc. – Annual Meeting – Thursday, May 29, 2025 @ 6:30 and 6:00 for the tour of the facility and equipment. More information is included in the Supervisors folders.

    The title was taken to a notary and submitted for a salvage certificate by Gail. 
    Andy’s Automotive Repair is closest to our area that does these type of inspections – 814-375-5670, 601 W. DuBois Avenue 15861. If the truck passes, then the R Title will be accessed through the DMV.  Driver’s License, all receipts and a letter of verification from the Township must be taken for inspection.
    Discussion – Gail contacted Pike Township about renting Bonnell. Motion was tabled at March Meeting. $200.00 per day or $1400 per week. Bart indicated a grader would work better for all the roads.
    Reminder: Jesse & Bart are registered to attend the Municipal Breakfast, April 9 @ the PA Lumber Museum.
    Discussion – Bart’s request for wage increases was approved by the Auditors. The Supervisors now must approve as listed below – Auditors letter in Supervisors folders. New wages will commence with their next paycheck.

    Consideration – Purchase and place a mailbox near N. Ayers Hill Road, in front of the township building and use that address for all invoices and mail coming in for township upon Carol’s Retirement, June 30th. Nikki would have to check once a week when she does the banking.

Nikki could forward calls to her cell phone, however the telephone in the building would still be operable. Telephone only.

    Discussion – Need a supervisor to take on the Flood Plain Management Coordinator after Carol leaves.  Carol and Gail are attending a meeting on this issue on April 14, 8-12 in Wellsboro. Summit Township needs a Flood Plain Management Ordinance in place by 2026 as Erb Inspection will no longer be the township’s Flood Plain Manager. An ordinance was obtained by Carol and needs to be forwarded to our solicitor for review and approval. Our ordinance is from 1993 and is outdated. Gail will be Flood Plain Manager.

  • Short term rental ordinance. County wide.
    • Township would give permits for each Airbnb. The permits would be renewable.
  • Roads in the township need mowed. Residents are asking for visibility purposes.
  • Summit contracted with Dale Anderson last year for mowing.
  • Township trucks need to be inspected.
  • A solar ordinance was provided by the county. Summit has no use or call for one.
  • Gail to take an EMC Class in September.
  • Joe (JD) Ayers will attend a 3-day class in October.
  • 2008 F550 that had been wrecked is being fixed.

  • Concern was raised about kids riding ATVs and not wearing helmets on township roads. DNCR does not have jurisdiction for ATVs on township roads.
  • Building code and the building permit process.

    • There seems to be a lot of building going on in the township.
  • Floodplain map and flood rules for building.
  • Snowman road needs work.

  • Deering Run needs fixed Clarence states he will fix it himself if the township does not.

  • Road being opened for ATVs to the Cherry Spring Store for riding season – Memorial Day to Labor Day. Nikki to email the contact information for the state to Elva.  
  • CVFD stopped Mike Spencer and Brian Phelps in to discuss the fire contract increase. Gail asked CVFD if they have ever been audited. Yes, Kim Mitchel did recently.
  • CVFD mentioned reflective house # signs. Summit needs to do a resolution to enact the implementation of residents needing these signs. The signs can be purchased through the Coudersport Ambulance Association. A letter would have to be sent to residents letting them know they are required.
  • CVFD stated a fee can be implemented for nontaxable properties within Summit Township.

  • Discussed the need to have reflective numbers for each property so EMS can easily find addresses. A letter will need to be written to put in with the taxes to be mailed to each landowner. A resolution will need to be signed to require the landowners to purchase the reflective address number signs.
  • The plowing agreement with Homer Township was signed.
  • CVFD handed out a new contract at a meeting in Hebron on 12/1/25. But it’s not what was agreed upon.
  • CVFD is self-dispatching to calls that they have no reason to be at. A letter was in the Enterprise about this.
  • Sending Coudersport Ambulance Association $1,000.
  • A motion was made by Pat Jackson to approve the 2026 budget. Second by Gail Ayers.
  • A motion was made by Pat Jackson for the repair of the 2008 Ford F450 by Watson’s Body Shop.
  • Darrel Jackson and Paula Mule were elected township supervisors.
  • Pay the last payment for the CVFD 2025 contract.
  • Splitting the Secretary/Treasurer position into 2 positions. Nikki was asked to take the Treasurer position for Homer Township and would like to split Summits dual role.

  • Coudersport Volunteer Fire Dept contract for 2026.
    • CVFD wanted Summit Township to raise the Millage to cover the astronomical fire contract fees for 2026
    • CVFD threatened Allegany Township, so Allegany Township pulled out of CVFDs fire contract all together.
    • Current millage is locked in for 3 years.
    • A resolution is needed to amend the CVFD fire contract.
    • It was discussed, asking Austin Fire Dept if they would be interested in handling all of Summit Townships fire needs.
    • A motion was made by Gail Ayers to approve and sign a resolution amending the 2026 CVFD fire contract. Second by Pat Jackson.
    • A motion was made by Pat Jackson to sign and send the 2026 CVFD fire contract with the amending resolution. Second by Gail Ayers.
  • Splitting the dual Secretary/treasurer role into two separate positions.
    • It was discussed but tabled until the reorganization meeting.
