  • A motion was made by Paul Mule to appoint Gail Ayers Chairman. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to appoint Carol Putt-Ayers Secretary. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Paul Mule to appoint Nikki Dean Treasurer. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Daryl Jackson to split the current Secretary/Treasurer wages of $12,000 – Secretary wages $5,000 per year and Treasurer wages $7,000 per year. Second by Paula Mule. Unanimous. Hereby resolved.
  • A motion was made by Gail Ayers to appoint Paula Mule Vice Chair. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to appoint Daryl Jackson as Roadmaster. Second by Gail Ayers. Unanimous. Hereby resolved.
  • A motion was made by Gail Ayers to set the Treasurer bond at $100,000. Second by Paula Mule. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to appoint Cox, Stokes & Lantz out of Wellsboro as solicitor. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Gail Ayers to hold the monthly meetings on the first Tuesday of each month. Second by Paula Mule. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to keep township funds in the current Northwest Savings and PLGIT accounts. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to keep the milage rate at $0.70 per mile. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to set township wages:
    • $22/hr Laborer
    • $25/hr Roadmaster
    • $100/Supervisor meeting pay
    • $50 Extra meetings

  • A motion was made by Daryl Jackson to appoint Roger Bickleman as sewage enforcement officer. Second by Gail Ayers. Unanimous. Hereby resolved.A motion was made by Paula Mule to appoint Erb Inspection as code inspection officer. Second by Daryl Jackson. Unanimous. Hereby resolved.
  • A motion was made by Gail Ayers to set Real Estate Tax at 2 mills, Earned Income 5% and the late penalty at 5%. Second by Paula Mule. Unanimous. Hereby resolved.
  • A motion was made by Paula Mule to appoint Gail Ayers as EMS Coordinator. Second by Daryl Jackson. Unanimous. Hereby resolved.

  • Discussed house reflective numbers being mandatory for emergency services being able to find residences easily. This was tabled until the February meeting.
  • A motion was made by Daryl Jackson to pay $25,714.43 to Watsons for the repair of the 2008 Ford. The truck is done and ready to be taken for inspection. Second by Gail Ayers.

Financial Report: Bills were approved for payment as submitted.

Treasurer’s Report – Nikki Dean

  • Supervisors accept QuickBooks printouts for Sewage, MSIF, Township and State Accounts.

  • Township Audit for June 30 – December 31, 2025 – Received letter from the Auditors stating Township Audit was successful and proved,
  • Statement of Financial Interests – need to be completed and returned at the March Meeting to the Treasurer.

Correspondence/Informational:

  • Project Planning Program – Pennsylvania 811 – Topics include: Obligations under PA Act 287, Subsurface Utility Engineering, and Coordinate PA Best Practices.
  • Pennsylvania Act 287, known as the Underground Utility Line Protection Law, aims to protect public health and safety by preventing damage to under-ground utility lines during excavation or demolition work.

Road Master Report – Daryl Jackson

Flood Plain Manager – JD Ayers – Working on submitting Flood Plain Ordinance to FEMA/PEMA. If approved by both institutions, it can be presented to Supervisors for signature.  Then ordinance will be registered and recorded.

Old Business: Secretary set up an account and provided tax exemption certificate for Marco – KOS and composed a letter to Residents regarding signage approved by Supervisors (via email). The letter is to be mailed with Spring Taxes– A copy of the letter is in the Supervisors’ folder. Supervisor Ayers approved copying at a cost of $37

  • The Auditors Meeting took place January 6, 2026, with the Secretary.  Donna Clark is the Chairperson, Kay Saler is the Secretary and Irvin Saler, Auditor.  Auditors agreed with the Fees and Appointments for 2026.
  • Ordinance #37 – 2019 – requiring address numbers for the Department of Emergency Services – 911.  Secretary went to Courthouse (register and recorder’s office) and checked to ensure Summit had an Ordinance requiring this information. A hard copy is available if any Supervisor would like to peruse it.
  • Set up an account at Carquest in Coudersport and provided tax exemption certificate per Supervisor Jackson.
  • Secretary placed the Supervisors meeting dates in the Local Newspaper (Leader Enterprise) as required by Second Class Township Code.  The Invoice was sent to the Treasurer via email.

New Business:

Consideration – Assessment Permit for Gregory Snowman – New Construction @ 975 North Ayers Hill Road – Estimated Cost of home – $200,000.  Assessment fee – $200.00.

  • Voter Registration Office – Polling Location for Primary and General Elections – Doors need to be opened for equipment drop off and pick up – Monday, May 18 and May 20as well as November 3 & 5. Doors need to be unlocked by 5:15 AM on Primary & General Election Days by 5:15 and locked when polling closes on May 19 & November 4. Somebody needs to be present to lock doors after drop off. Paper in Supervisors’ folders.
  • Gail Ayers to open doors pre and post of election for machine drop off and Paula Mule to open doors and lock for primary and regular Elections.
  • Sign Fire Contracts
    •  Motion was made by Daryl Jackson and a second by Paula Mule.             
  • Commissioners – County Liquid Fuels Fund – $1260.37 – Usage: Purchase Cinders
    • Motion was made by Gail Ayers and a second made by Paula Mule.           
    • Hire Summer Laborers @ $22.00 per hour – Road Master is responsible for hiring and training person(s), as well as gaining approval from all supervisors.
    • Motion made by Gail Ayers to hire Daryl Jackson as Road Master at $25.00 per hour and a second was made by Paula Mule.
    •  Hire Paula Mule and Lynn Clark as Laborers upon recommendation of Road Master, Daryl Jackson.
      • Motion was made by Gail Ayers and Seconded by Paula Mule.
    • ESM Certification class @ the Lumber Museum on June 10 & 11 – 8-4 and lunch will be provided.  Motion was made by Gail Ayers and seconded by Paula Mule for Daryl Jackson, Lynn Clark and Paula Mule to attend and a second was made by Daryl Jackson.
    • Retain Carol Putt-Ayers as Secretary at an annual salary of $7000.00.
      • Motion was made by Paula Mule and seconded by Daryl Jackson.
    • Municipal Government Election Polling Place Agreement – in Supervisor’s folders. Motion made by Daryl Jackson and seconded by Paula Mule for using the Township Building for Election purposes.

Secretary’s Report – Carol Putt-Ayers

  • Motion to accept March minutes was made by Paula Mule and a second by Gail Ayers.
  • Carol will be attending a grant seminar in Port Allegany on April 29 @ 9:00-12:00.
    • Requesting extra meeting pay ($50) plus mileage.
      • Motion was made by  Paula Mule and a second was made by Gail Ayers.
  • Requesting Reimbursement for Security System – Norton – $29.99 for laptop that Summit Township work is done on.
    • Motion was made by Paula Mule and a second wad made by Daryl Jackson,
  • Reimbursement for half of monthly Internet invoice at ($59.99) $30.00 for Summit Township work.
    • Motion was made by Gail Ayers and a second was made by Paula Mule.

Carol will be absent for May Meeting however everything will be prepared for Supervisors beforehand.

  Treasurer’s Report – Nikki Dean

  • Supervisors accept Quickbook Print Outs for all accounts (checks/deposits/transfers).
  • There was a transfer from FJ Young Company to Expand Appalachia, LLC mineral deed – township received $21,990.17.
    • Motion to accept treasurer’s report was made by Paula Mule and a second was made by Daryl Jackson,
  • Paula Mule motioned to increase Treasure’s Wages by $2000.00 ($9000 annually). The motion was seconded by Gail Ayers,

Correspondence/Informational:

  • Polling information was sent to Charlie Brown at the Voters Registration Office making Gail Ayers as point of contact. The Township Telephone will need to be used for election results. The morning of unlocking building please hit star 73 to dismiss forwarding calls. After election. please forward telephone calls to 1-724-840-3690 by hitting star 72 and listening for directions. (Paula Mule)
  • Coudersport Fire Department – Auditor General’s Report – there were no findings. The Department corrected last year’s discrepancy. The email report was forwarded to all Supervisors.
  • The Austin Volunteer Fire Company’s Corporation Board extends an invitation to the Supervisors requesting your attendance at their Annual Meeting with municipal officials on Wednesday, May 20, 2026 at the Austin fire station. Dinner will be served at 6:00 pm with meeting to follow at 6:30 pm. There will be a question/answer period during the evening to answer any questions you may have. Please contact 814-331-3306 by Friday, May 1st if attending. Information in Folders. The AVFD also send their audit report which was sent via email to all Supervisors.

Road Master Report Daryl Jackson – discussion on Bonnell Road Scraper.

                        Motion was made by Daryl Jackson to purchase Bonnell Road Scraper and Blades as quoted from Bradco and a second was made by Paula Mule.

Flood Plain Manager – JD Ayers – Making edits on Floodplain Ordinance for PEMA. He is meeting with PEMA on a mentorship program to gain knowledge regarding the ordinance and to promote growth in this area.

Chris Nicholas, Forestry Department – outlining information about SR 44 – Q & A.

Old Business:

  • Daryl Jackson, Lynn Clark and Paula Mule are registered for ESM Training at the Lumber Museum on June 10 & 11. Sent information to each individual’s email account.

New Business:

  • PSATS is requesting Townships to prepare a letter written to Representative Causer and Senator Dush asking for their support for SB 194 regarding advertising requirements.  Letter in Supervisor’s folders for review. If approved Supervisors’ signature are needed.
    • Motion was made by Paula Mule and a second by Gail Ayers.
  • Resolution supporting the usage of SR 44 from the Intersection of Rock Ridge Road to the Cherry Springs Country Store. If approved signatures needed. – Gail Ayers made a motion to support resolution, however motion failed to lack of support.  TABLED until May 5, 2026.
  • Discussion – Submit Bid advertisement notice in June for purchase of Gravel for 2026-2027, recent bid in the Supervisor’s Folders, however needs updated.
  • Motion was made by Daryl Jackson and a second by Gail Ayers.

    • Motion to accept Treasurer’s Report was made by Paula Jackson and a second by Daryl Jackson.
    • Gail Ayers approved reimbursement for Nikki for Ink Purchase @ $66.67.

Public Comment – Each individual is limited to 3 minutes – must write questions/comments on paper provided prior to speaking, Paper is located at the sign in sheet area. Many residents spoke in support of opening rt 44 for ATV/UTV usage. There were also residents that spoke on keeping it closed.  Petitions were signed and are being kept on record in the minute book, as well as the questions and comments in writing.

  • Consideration – Resolution #5-2026 – authorizing the use of Rt 44 from the intersection of Rock Ridge Rd to Cherry Springs Country Store,
    • No movement on the above issue.  Considered closed and resolved,
  • Bid Notice for 2A and 2 RC stone and gravel is in Supervisors’ folders – FYI. Must advertise and lowest bidder for each type of stone/gravel will win the bid.  Mailed bid packet to various quarries.  Hanson Aggregates (Heidelberg Materials) is where we must purchase stone until August 17, 2026 and then the new awardees’ contract will start thereafter. Bids will be opened at the August 4th Meeting and awarded that day.
  • Gail Ayers warned about building a floodplain area. She suggested looking at the flood plain map prior to purchase land. JD Ayers may also be contacted as he is our floodplain manager.

  • Tax Collector information in Supervisors’ folder (Association of Township Supervisors).
  • Data Center information – No discussion surrounding data centers and electric generation facilities at this time for Potter County. See email from Will Hunt. For Residents it is Posted on our Web Site.
  • AVFD Municipal Meeting is scheduled for June 3, 2026, 6-7 p.m. at the Fire Station
  • Data Collection for Summit Township will be underway – information on web site under Assessment.
  • Coudersport Financial Municipal Payment Amounts.
  • Donna Sallade completed all training to be a certified Tax collector.
  • Letter from Cox, Stokes, and Lantz, P.C & PennDOT – in Supervisors Folders.

New Business:

  • Consideration – Assessment Permit – Stan Swank – Adding deck – $5000 – Assessment fee of $9.00.
    • Motion was made by Gail Ayers and a second was made by Paula Mule.
  • Consideration – Dues for P.C. Association of Township Supervisors – $40.00.
    • Motion was made by Paula Mule and a second by Gail Ayers.
  • Consideration – $500 gas card for Laborer in lieu of payment.
    • Motion was made by Gail Ayers and a second was made by Daryl Jackson,
  • Consideration – Accept Nikki Dean’s resignation as Treasurer with regret.
    • Motion was made by Gail Ayers and a second by Paula Mule.
    • Nikki Dean will remain as treasurer until Trudi Bowser is trained.

Executive Session to follow Regular Meeting – Personnel – will reconvene following it.

Interviewed two candidates for the Treasurer Position – Courtney Sullivan and Trudi Bowser.

Motion was made by Gail Ayers and a second was made by Paula Mule to hire Trudi Bowser at a salary of $9,000 annually. At the end of secretary’s term Trudi Bowser will accept the secretarial job at a rate of $15,000 annually.

Motion to adjoin meeting was made by Daryl Jackson and a second was made by Paula Mule.
